Sheff Wed Deals with Serious Challenges, Declares New Football Authority

'We will play a key role in football's future' - football oversight chief the new chairman

Sheffield Wednesday's persistent issues are seen as a "major concern" and the football regulator is aiming to acquire authority to examine team situations in similar circumstances, the newly appointed chairman David Kogan has announced.

During an extensive discussion, the regulator, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four supporters' associations connected to the football team in recent days.

The team have been struggling on and off the field in 2025, with the club delaying salary disbursements on multiple instances, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Wednesday stands as one of the iconic names for football in England and recently we have met fan representatives.

"Our aim is to acquire the ability... which will enable us to take the club and similar situations submitted for our review if they warrant scrutiny and dealt with."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner the Thai businessman suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in March and May caused limitations by the league officials in June, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although those limitations were removed in August.

Official's Viewpoint

The chairman stated: "Our role exists to serve the Owls followers, other clubs in similar situations where fans are dedicated to a local institution that has been part of their lives in many cases.

"I fully appreciate the club's situation, as I do for all the clubs that since 1992 have gone to the wall, or been close to going to the wall, for reasons that have nothing to do with the supporters."

When asked if the oversight body could require an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the chairman emphasized that forcing owners to sell clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is begin intervening in an individual club, an particular chairman, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the owner's facing," Kogan said.

"But the truth is, when you look back over the history of the sport, over the recent generations there have been particular chairmen, a small minority, but some who have been irresponsible in the approach they have taken toward their teams and eventually decline to assume obligation for the future."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to detail the scope of the authority recently and maintained it represented a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we've got to keep it going.

"Considerable investment coming into football and has come into football for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the regulator stated: "I fully support the prosperity and expansion as an commercial operation of the elite league.

"Being fully aware of the concern of undermining the division as a high-quality offering of this country. But concurrently, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a significant confidence."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the opposition group in 2020.

The chairman provided financial support for government minister the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any form of political activity."
